I was saddened to read of Roger's passing. Roger was my doctorate supervisor, and undergrad law lecturer at Latrobe. His knowledge of admin law was second to none. I enjoyed our coffees at the Borchardt library, and working through thesis drafts, over years and years. He had a fine and remarkable skill at spotting gaps in an argument that could be filled with interdisciplinary ideas. This interdisciplinary approach was unique, and perhaps not well known amongst his students: because whilst he was first and foremost known as a law academic, political science was his first training (he got the MPhil at Yale on the Fulbright, in polsci). He contributed these ideas through works on the communist party of Australia and terrorism, as well as textbook public law (he wrote the main undergrad text 'Administrative Law' through Federation Press). His students were lucky to have learnt from him. He was an inspiration. My condolences to his family and friends, Joseph
